Under Decree No. 81/2019/ND-CP of 11 November 2019 of the Government on countering the proliferation of weapons of mass destruction, the Ministry of National Defence is the National Focal Point of Vietnam for countering the proliferation of weapons of mass destruction (hereinafter referred to as the National Focal Point).

The Chemical Command under the Ministry of National Defence is the Standing Office of the National Focal Point; it represents the National Focal Point in handling matters relating to countering the proliferation of weapons of mass destruction as provided for in Article 11 of this Decree and relevant legislation, and advises the Minister of National Defence on fulfilling the responsibilities of the Ministry of National Defence set out in Article 29 of this Decree.

The organisation and operation of the Standing Office of the National Focal Point for countering the proliferation of weapons of mass destruction (Standing Office 81) are regulated as follows:

Organisation of Standing Office 81

Standing Office 81 consists of the Head of the Standing Office, Deputy Heads of the Standing Office, members and a dedicated support unit. The Head of Standing Office 81 reports to and proposes to the Minister of National Defence for decision the staffing table of the dedicated support unit in line with mission requirements as provided for in Decree No. 81/2019/ND-CP.

Operation of Standing Office 81

The Head of Standing Office 81 is responsible to the Head of the National Focal Point for all activities and for organising the performance of the tasks of Standing Office 81, which are specified as follows:

  • Directly receiving and processing information and documents related to countering the proliferation of weapons of mass destruction through the website on the Ministry of National Defence Portal; e-mail: nwmd@mod.gov.vn, hotline: 069.511.008; archiving records and documents related to the activities of the National Focal Point in accordance with regulations.
  • Assisting the Head of the National Focal Point in handling the regular and unscheduled work of the National Focal Point.
  • Proposing work programmes and plans of the National Focal Point and assisting the National Focal Point in implementing them.
  • Advising and making proposals to the National Focal Point on handling issues related to coordination with ministries, sectors and localities in directing and organising the implementation of countering the proliferation of weapons of mass destruction.
  • Taking the lead, in coordination with the relevant competent agencies, in preparing content and documents for meetings of the National Focal Point; issuing documents to implement approved programmes, plans, schemes and tasks on countering the proliferation of weapons of mass destruction.
  • Assisting the Head of the National Focal Point in organising, inspecting, checking, and conducting preliminary and final reviews of the implementation of countering the proliferation of weapons of mass destruction in accordance with Decree No. 81/2019/ND-CP.
  • Preparing estimates for, using and settling the operating budget of the National Focal Point and Standing Office 81 in accordance with the law on the state budget.
