Training Course on Implementing United Nations Security Council Resolution no 1540 in India

From February 10-13, 2026, a training course on implementing United Nations Security Council Resolution (UNSCR) no 1540 was held at the National Academy of Customs, Indirect Taxes and Narcotics, Palasamudram, Andhra Pradesh, India. This was the second course organized by the Government of India in coordination with the United Nations Office for Disarmament Affairs (UNODA) as part of the India-UNODA Training Program on implementing UNSCR no 1540 and Strategic Trade Control (STC).

There were 29 delegates attended the course who came from: Vietnam (including 3 officials from the Ministry of Defense), Brunei, Mongolia, Kazakhstan, Tanzania, Kenya, Nigeria, Namibia, Mauritius, and 15 experts from India and UNODA.

The course focused on sharing India’s knowledge, experience, and technical expertise in areas related to the implementing of UNSCR no 1540, including:

– Establishing and implementing STC mechanisms;

– Ensuring supply chain security and risk management in STC;

– Accessing, promoting, and supporting the private sector in implementing STC mechanisms;

– Chemical security and safety and chemical risk management;

– Biosecurity and safety.

Besides, within the framework of the course, delegates conducted practical exercises on handling situations related to the licensing of exports of dual-use goods, preventing the export of dual-use goods related to the proliferation of weapons of mass destruction, and toured the professional training facilities of NACIN.

Participating in the course is a good opportunity for officials of the Ministry of National Defense – Vietnam’s national presiding agency on preventing and countering proliferation of weapons of mass destruction – to access and acquire knowledge and experience from India in implementing Resolution no 1540, thereby contributing to improving professional capacity; and at the same time demonstrating Vietnam’s responsibility towards the effective implementation of Resolution 1540 of the UNSC.
