Conference on the Preliminary Review of the Implementation of Government Decree No. 81/2019/NĐ-CP for the 2019–2024 Period
On the afternoon of March 27, 2025, the Ministry of National Defense, in its role as the Vietnam National Presiding Agency on Countering the Proliferation of weapons of mass destruction (WMD), held a conference to review the implementation of Government Decree No. 81/2019/NĐ-CP during the 2019–2024 period. The conference was chaired by Senior Lieutenant General Võ Minh Lương, Member of the Party Central Committee, Member of the Standing Committee of the Central Military Commission, Deputy Minister of National Defense, and Head of the Vietnam National Presiding Agency on Countering the Proliferation of WMD.
The event was attended by senior representatives from the General Staff and the General Department of Politics of the Vietnam People’s Army, as well as delegates from relevant ministries and agencies, including: the National Assembly’s Committee for National Defense, Security and Foreign Affairs; the Department of Homeland Security and the Department of Foreign Security under the Ministry of Public Security; the General Department of Customs under the Ministry of Finance; the Authority for Radiation and Nuclear Safety under the Ministry of Science and Technology; the Chemical Agency and the Agency of Foreign Trade under the Ministry of Industry and Trade; the Anti-Money Laundering Department under the State Bank of Vietnam; the Department of International Organizations under the Ministry of Foreign Affairs; the Department of Crop Production and Plant Protection under the Ministry of Agriculture and Environment; the Department of Preventive Medicine under the Ministry of Health; and the Criminal – Administrative Law Department and the Department of Legal Normative Documents under the Ministry of Justice.

At the conference, the delegates reached a consensus in assessing that, during the 2019–2024 period and despite facing numerous challenges, the implementation of Decree No. 81/2019/NĐ-CP on the prevention of the proliferation of weapons of mass destruction has achieved notable results. Ministries, sectors, and local authorities have coordinated closely and implemented a range of effective and synchronous measures, gradually raising public awareness, strengthening the capacity of law enforcement agencies, and contributing to socio-economic development. These efforts demonstrate Vietnam’s strong political will to prevent the spread of WMDs and affirm its consistent policy of supporting international efforts toward the comprehensive and complete elimination of such weapons.
The conference also candidly pointed out existing challenges and limitations, summarized lessons learned during the implementation process, and proposed future directions and key tasks for enhancing WMD non-proliferation efforts.

Leaders of the Ministry of National Defense, the General Staff, and the General Department of Politics present Certificates of Merit from the Minister of National Defense to collectives and individuals with outstanding achievements in WMD non-proliferation during the 2019–2024 period.
At the conclusion of the conference, the Ministry of National Defense – as the National Presiding Agency – will continue coordinating with relevant ministries and agencies to finalize the necessary documentation and report to the Government. It also proposed including the development of a Law on the Prevention and Countering of the Proliferation of Weapons of Mass Destruction in the legislative program of the National Assembly for the 2026–2030 term. This proposal reflects Vietnam’s concrete steps to materialize its political commitment to implementing international treaties on WMD non-proliferation to which the country is a state member.
