Clause 3, Article 8 of Decree No. 259/2025/ND-CP provides for two types:

  • Shipment licence – valid for 3 months from the date of signature.
  • Term licence – valid for 12 months from the date of signature, with no quantity limit on dual-use goods during its validity.

A term licence is considered only for traders whose internal compliance programme has been confirmed by the Ministry of Industry and Trade (clause 4, Article 8, referring to clause 3, Article 5).

This is the practical reason for regular exporters to establish an internal compliance programme early.
