Article 6 of Law No. 13/2026/QH16 sets a general duty for all agencies, organisations and individuals: to comply with the law on countering proliferation, and to provide information to the competent authority when signs of related activity are detected.
In practice, for most people and businesses outside the control regime, the main obligations are to avoid facilitating any act prohibited under Article 7, and to report unusual indications.
