What does UN Security Council Resolution 1540 require?
Unofficial translation from the Vietnamese original.
Resolution 1540 (2004) requires all Member States to meet three sets of obligations: to refrain from supporting non-State actors seeking to develop, acquire or use nuclear, chemical or biological weapons and their means of delivery; to adopt and enforce laws prohibiting such acts; and to establish effective domestic controls, including export, transhipment and transit controls, border controls and physical protection of sensitive materials.
Law No. 13/2026/QH16 and its implementing instruments complete the domestic incorporation of these obligations. Viet Nam reports periodically to the 1540 Committee on implementation.
