Unofficial translation from the Vietnamese original.
On 16–17 May 2024, the Vietnamese delegation held an in-person meeting with the Joint Group (JG) of the Financial Action Task Force (FATF) to discuss the results achieved under the National Action Plan implementing the Government of Vietnam’s commitments on anti-money laundering, countering the financing of terrorism and countering proliferation financing.

The meeting was attended, on the JG side, by Ms Connie Chu (Macao, China) and Mr Mike Storne (New Zealand), Co-Chairs, and the leads reviewing the Immediate Outcomes (IOs). The Vietnamese delegation, comprising representatives of the Ministry of National Defence, the Ministry of Public Security, the Ministry of Finance, the Ministry of Justice and the State Bank of Vietnam, was headed by the Director General of the Anti-Money Laundering Department, Banking Inspection and Supervision Agency, State Bank of Vietnam.
At the meeting, the two sides discussed many elements of the National Action Plan, such as improving understanding of money laundering and terrorist financing risks and risk mitigation measures; extradition and multilateral mutual legal assistance cooperation between law enforcement agencies and the financial intelligence unit (FIU) and their foreign counterparts; risk-based anti-money laundering and countering the financing of terrorism supervision of financial institutions (FIs) and designated non-financial businesses and professions (DNFBPs) through on-site inspections, off-site supervision and enforcement measures; virtual assets and virtual asset service providers; the use of financial intelligence; targeted financial sanctions related to terrorism and terrorist financing; and targeted financial sanctions related to the proliferation of weapons of mass destruction. The outcome of the meeting provides an important basis for Vietnam to continue implementing the National Action Plan effectively.
Previously, in June 2023, the Government of Vietnam signed a commitment with the FATF to address deficiencies in its regime for anti-money laundering, countering the financing of terrorism and countering proliferation financing, and the Government issued the National Action Plan implementing the Government of Vietnam’s commitments on anti-money laundering, countering the financing of terrorism and countering proliferation financing, promulgated together with Decision No. 194/QD-TTg of 23 February 2024.
