The International Convention for the Suppression of Terrorist Bombings was adopted in 1997 to criminalise terrorist bombings.
Under the Convention, terrorist bombings are the unlawful and intentional use of explosives in public places with the intent to kill, cause serious injury or cause extensive destruction in order to compel a government or an international organisation to do or to abstain from doing any act.
The objective of the Convention is to enhance international cooperation among States in devising and adopting effective and practical measures for the prevention of acts of terrorism and for the prosecution and punishment of their perpetrators. Vietnam acceded to the Convention on 1 September 2014.
