After three years of implementing Decree 81, 14 ministries and ministerial-level agencies and 58 provinces and cities have organised awareness-raising activities on the Decree. Training activities have helped to build the capacity of specialised and frontline forces and of agencies, units and organisations in countering the proliferation of weapons of mass destruction.
