On 28 July 2026, the Ministry of National Defence - the National Focal Point of Vietnam for countering the proliferation of weapons of mass destruction (WMD) issued Official Letter No. 4648/CQDMQG-CQTT81, which includes an update on suspicious indicators related to the proliferation and proliferation financing of WMD and the list of designated organisations and individuals. Identifying these suspicious indicators is intended to promptly detect, prevent and address activities that misuse the financial and trade systems and organisations and businesses to serve the proliferation of WMD. The suspicious indicators provide an important basis for relevant agencies, organisations and individuals, in particular financial institutions, relevant designated non-financial businesses and professions, and law enforcement agencies, to identify risks, strengthen monitoring, verify transactions, collect and exchange information, and take appropriate measures in accordance with regulations. This helps to cut off funds and resources related to WMD proliferation early and at a distance, and to limit the risk of domestic organisations and individuals being misused to evade targeted financial sanctions.
