When must a suspicious transaction be reported, and to whom?

Tiếng Việt

Unofficial translation from the Vietnamese original.

Clause 1, Article 22 of Law No. 13/2026/QH16: reporting entities must report a suspicious transaction immediately to the State Bank of Viet Nam where there are reasonable grounds to suspect a link to proliferation financing.

Clause 3 makes two points clear: the duty to report does not depend on the value of the transaction and does not depend on whether the transaction has been completed.

The State Bank receives and processes the report and transfers and exchanges information with the National Focal Point and other competent authorities for verification and handling (clause 2, Article 22).
