Participants in the South-East Asia regional chemical management training programme (SEACHEM)

Project 61, "Sound management of chemicals and related wastes in South-East Asia (SEACHEM)", is part of the Centres of Excellence (CoE) Initiative on chemical, biological, radiological and nuclear risk mitigation (CBRN Initiative). The project aims to help strengthen the capacity of officials in South-East Asia to prevent and respond to CBRN risks in general and to chemical risks and incidents in particular. In Vietnam, the Ministry of Science and Technology is the national coordinating body for the project.

The event was chaired by Lieutenant General Kroc Borey, Deputy Secretary-General of Cambodia's National Authority for Combating Chemical Weapons. The course was also attended by more than 20 key officials from the Ministries of Defence, Public Security, Science and Technology, Health, Natural Resources and Environment, and Agriculture and Rural Development of Vietnam, Laos and Cambodia.

During the course, European experts provided in-depth knowledge and skills on training methodology, curriculum development, the development and conduct of CBRN incident response exercises, detection of chemical agents during incidents, multi-agency response, the protection levels of personal protective equipment, and decontamination. The theoretical sessions were complemented by practical exercises, discussions, group work and presentations. The programme was conducted entirely in English.

They were highly appreciated by the European experts and the delegates from Laos and Cambodia, who expressed confidence in the highly effective CBRN incident response capability of Vietnam in general and the Chemical Corps in particular.
