The training course aimed to build the capacity of enforcement officials to identify dual-use goods during physical inspections, thereby preventing dual-use goods and technologies related to chemical, biological, radiological and nuclear (CBRN) agents from being used for the proliferation of weapons of mass destruction.
The course focused on sharing experience and guiding enforcement officials in identifying goods on the basis of packaging and labelling standards, the dimensions of goods, and identifiers such as CAS numbers (Chemical Abstracts Service) and HS codes (Harmonized System Code).
During the course, the experts and participants actively exchanged views and shared international and Vietnamese experience in identifying dual-use goods as accurately as possible.
Participation in the course helped officials of the Ministry of National Defence to enhance their capacity to identify dual-use goods, thereby providing sound advice to help Vietnam prevent such dual-use goods from being used for the proliferation of weapons of mass destruction.
