Unofficial translation from the Vietnamese original.
From 19 to 22 October 2026, in Bali, Indonesia, representatives of Standing Office 81 attended a workshop on semiconductor supply chain security and cross-border investment. The workshop was organised by Sandia National Laboratories (United States), with the support of the U.S. Department of State, and was attended by 70 delegates.
Over four days, the workshop focused on threats to technology security; the dual-use nature of semiconductors; methods for assessing supply chain risks; and export control and cross-border investment risks. The sessions clarified the requirements for protecting technology and intellectual property and preventing the diversion of sensitive goods and technologies, while facilitating legitimate trade and investment.

A notable topic was the risk of technology leakage through investment, equity acquisition, joint ventures and research collaboration. Risk assessments need to consider ownership structure, controlling rights and rights of access to data and technology. The workshop also addressed forms of intangible technology transfer via e-mail, cloud computing, remote access and professional exchanges, which require identification and management appropriate to technological developments.

Through group discussions and analysis of hypothetical scenarios, delegates exchanged views on methods for partner due diligence, identifying red flag indicators, assessing risk levels and selecting mitigation measures. The learning content emphasised the role of coordination between regulatory authorities and businesses and research institutions in protecting technology, controlling end users and end uses, and developing internal compliance programmes.

Participation in the workshop helped to update the knowledge and international experience of Standing Office 81 officers on the control of dual-use goods and technologies and the prevention of the proliferation of weapons of mass destruction. The knowledge gained will serve as a reference for advising on the improvement of policies and legislation, awareness-raising, training and compliance support, contributing to more effective countering of the proliferation of weapons of mass destruction in conjunction with ensuring security and economic development./.
