Unofficial translation from the Vietnamese original.

From 17 to 20 May 2022, Standing Office 81, in cooperation with the Export Control and Related Border Security Programme of the United States Department of State (the EXBS Programme), organised a training course on the “Identification of goods related to chemical, biological, radiological, nuclear and explosive (CBRNE) weapons” for the focal point units of the central region.

The training course was conducted in a combined in-person and online format, with two connecting points in the United States and Viet Nam. The connecting point in Viet Nam was chaired by Lieutenant Colonel Dao The Huu – Commander of Centre 81/Standing Office 81, with the participation of representatives of numerous ministries and agencies and of delegates from the focal point units of the central region. The connecting point in the United States was chaired by Dr Dawn Verdugo, Regional Adviser of the EXBS Programme, together with highly experienced experts of the EXBS Programme.

At the training course, the experts presented and shared experience on the following topics: (1) an overview of chemical, biological, radiological, nuclear and explosive weapons; (2) methods of identifying materials related to CBRNE; (3) methods of identifying equipment and goods related to CBRNE; (4) ways to detect and prevent the production, trading and distribution of equipment and materials related to CBRNE; (5) Viet Nam’s regulations on chemical management, radiation and nuclear safety, counter-terrorism, and the prevention and combating of the proliferation of weapons of mass destruction. As part of the training programme, the delegates observed a demonstration of the response to a chemical weapons proliferation scenario by the Central Region Response Centre for Toxic Chemical, Radiological and Nuclear Incidents.

The contents presented at this training course will contribute to raising the awareness and the capacity of the focal point units to implement Decree No. 81/2019/ND-CP of the Government on the prevention and combating of the proliferation of weapons of mass destruction, and will help advance the implementation of the resolutions of the United Nations Security Council and of the international treaties on the prevention and combating of the proliferation of weapons of mass destruction to which Viet Nam is a party

Drawing on the experience gained from this training course, Standing Office 81 will continue to cooperate with the EXBS Programme and relevant agencies in organising training courses for focal point units nationwide.

It is noted that, in performing its function of advising and assisting the National Focal Point of Viet Nam on the prevention and combating of the proliferation of weapons of mass destruction, Standing Office 81 has been intensifying activities aimed at raising the awareness and the capacity of the focal point units of ministries, agencies and localities in the prevention and combating of the proliferation of weapons of mass destruction.
