From 9 to 11 July 2025 in Hanoi, the Chemical Corps – Standing Office of Vietnam's National Focal Point for countering the proliferation of weapons of mass destruction (Standing Office 81), in cooperation with the Export Control and Related Border Security Program of the US Department of State (EXBS Program), organised a workshop on responding to incidents and disasters involving CBRN agents. The workshop was attended by experts from the EXBS Program and the Foreign Consequence Management Program of the US Department of State; delegates from Bangladesh, Malaysia, Indonesia and the Philippines; and delegates from the Ministry of National Defence and relevant Vietnamese ministries and sectors. This was the first in a series of three workshops on CBRN incident and disaster response to be held in South-East Asian countries.

Colonel Nguyen Dinh Thuan, Deputy Commander of the Chemical Corps and Deputy Head of Standing Office 81, delivers the opening remarks at the workshop

At the workshop, delegates shared knowledge and experience to strengthen the prevention and detection of, and preparedness for, CBRN risks and incidents in order to prevent and mitigate their consequences for people and the environment, contributing to public order and safety and national security and promoting the implementation of international commitments on CBRN safety and security and the non-proliferation of weapons of mass destruction; to build capacity in planning for and practising the response to disasters involving CBRN agents; and to enhance coordination among domestic ministries and sectors and regional and international cooperation in responding to CBRN incidents and disasters.

The workshop also provides a basis for Standing Office 81 to continue working with relevant ministries, departments and sectors to advise the competent authorities on improving Vietnam's regulations on CBRN incident response and the non-proliferation of weapons of mass destruction, and to advise on response planning and effective coordination between domestic and international agencies in the event of a CBRN incident.
