Workshop on responding to disasters involving chemical, biological, radiological and nuclear (CBRN) agents

Field: Nuclear and radiological Tiếng Việt

Unofficial translation from the Vietnamese original.

Following the series of workshops on responding to disasters involving chemical, biological, radiological and nuclear (CBRN) agents held in Vietnam (July 2025) and the Philippines (August 2025), a workshop on responding to CBRN-related disasters was held in Malaysia from 22 to 25 September 2025, focusing on response procedures and requests for international assistance in the event of radiological and nuclear incidents and disasters. The Vietnamese delegation included representatives of the Chemical Corps and the Military Medical Department of the Ministry of National Defence; the Vietnam Agency for Radiation and Nuclear Safety of the Ministry of Science and Technology; and the Department of Disease Prevention of the Ministry of Health.

Workshop participants

The workshop aimed to identify the level of capability required, both national and international, to respond effectively to a CBRN incident or disaster, and to clarify the procedures for requesting and receiving international technical assistance when a CBRN disaster occurs. It also examined models of regional and international cooperation in planning for, investigating and responding to CBRN incidents, including coordination mechanisms, procedures, plans and resources linking policymakers with the forces deployed on the ground.

The Vietnamese delegation at the workshop

Workshop delegates analysed and discussed the requirements for international coordination and communication in crisis conditions, the formulation of requests for assistance in terms of personnel, equipment and expertise, and the process of receiving and allocating international assistance. Delegates also discussed opportunities for future response cooperation with neighbouring countries, based on the response capabilities and current challenges of each country.

As part of the workshop, delegates, acting in their professional roles, practised managing and proposing response measures and requesting international assistance in a large-scale terrorist attack using radiological agents and an improvised dirty bomb, and visited Malaysia’s Fire and Rescue and CBRN Response Centre.

Attending the workshop gave specialist personnel from within and outside the armed forces the opportunity to acquire international knowledge and experience in responding to nuclear incidents and disasters in particular and CBRN disasters in general. On this basis, they can advise leaders and commanders at all levels on developing response plans, requesting assistance and taking part in international assistance in the CBRN field when requested.
