Conference on the results and progress of drafting the Law on Countering the Proliferation of Weapons of Mass Destruction
Unofficial translation from the Vietnamese original.
On the afternoon of 21 May 2026, the Chemical Corps held a conference on the results and progress of drafting the Law on Countering the Proliferation of Weapons of Mass Destruction (WMD). At the conference, Centre 81 reported on the drafting of the Law, which is intended to complete the legal basis for countering WMD proliferation at a time when political and security risks are hard to predict and the risk of WMD proliferation keeps growing; the Law also aims to give domestic effect to the international commitments to which Viet Nam is a party and to remedy the shortcomings and legal gaps identified after five years of implementing Decree No. 81/2019/ND-CP.
To date, the Chemical Corps has advised the Ministry of National Defence to lead a review of practice, to propose that the Law be placed on the 2026 legislative programme, and to set up a drafting team to prepare the policy dossier. The Law focuses on three main groups of policies: completing the principles for countering the proliferation and the financing of proliferation of WMD; strengthening the management and control of activities, goods, technologies and transactions at risk of being used for WMD proliferation; and completing the arrangements for implementation, inter-agency coordination and resourcing.
After several rounds of consultation and appraisal, the dossier proposing the Law has largely been completed. On 18 May 2026 the Government issued Resolution No. 130/NQ-CP approving the three policies of the Law and continuing to assign the Ministry of National Defence to lead the completion of the draft Law and its implementing documents.
In the period ahead, the Chemical Corps will continue with its main tasks to complete the draft Law, working with the Department of Legal Affairs to consult the agencies and units concerned as required by the 2025 Law on Promulgation of Legal Documents, and to consider and respond to the comments received before the dossier is submitted for appraisal.
