Unofficial translation from the Vietnamese original.

On 8 and 9 October 2024, the workshop “Fourth Dialogue on Export Control Governance” (the Workshop), organised by the European Union's Export Control Programme for Dual-Use Goods (EU P2P), took place in Brussels, Belgium.

Participants in the Fourth Dialogue on Export Control Governance

The Dialogue on Export Control Governance is held every two years to give participants an opportunity to discuss and share information on prominent trends and developments in strategic trade control. This year's workshop, on the theme “Catch-all controls and recommendations on related internal compliance programmes for companies”, brought together more than 50 representatives, experts from international organisations and bodies such as the Federal Office for Economic Affairs and Export Control (BAFA), the Export Control and Related Border Security Program of the US Department of State (EXBS), the Wassenaar Arrangement on Export Controls for Conventional Arms and Dual-Use Goods and Technologies (WA) and the World Customs Organization (WCO)…, and from more than 40 countries around the world.

Mr Peter M. Wagner, Director and Head of the Service for Foreign Policy Instruments (FPI) of the European Commission, delivers the opening remarks at the Workshop

At the Workshop, participants shared information on export control regimes and the importance of catch-all provisions for strategic trade control, explained licensing procedures and discussed how to improve the application of catch-all provisions in strategic trade control. Participants were then divided into three groups to discuss observations, rationale and challenges in establishing catch-all control systems. Finally, a representative of the European Commission presented the European Union's electronic licensing software for dual-use goods (eLicensing): new features to be launched in the future, licensing procedures and the benefits of using electronic licensing software in export control.

The Workshop in session

The Workshop gave participants an opportunity to learn more about catch-all provisions and to share and learn from other countries' experience in applying them to strategic trade control in order to ensure security in exports, thereby contributing to countering the proliferation of weapons of mass destruction. It also demonstrated Vietnam's responsibility in continuously raising awareness and building capacity in countering the proliferation of weapons of mass destruction in the current period.
