Unofficial translation from the Vietnamese original.

On 11–12 November 2021, an international multilateral workshop on capacity building for the implementation of United Nations sanctions resolutions in South-East Asia was held in Hanoi; it was organised online by the Federal Office for Economic Affairs and Export Control (BAFA) of the Federal Republic of Germany.

At the workshop, experts from the Federal Republic of Germany presented the control of dual-use goods included in the lists of materials related to the proliferation of weapons of mass destruction (WMD); updates on the new European regulations on dual-use goods; and capacity building for the implementation of United Nations Security Council (UNSC) Resolutions 1540 (2004), 1718 (2006) and 1737 (2006).

The workshop was attended by experts from other South-East Asian countries, including Brunei, Indonesia, Myanmar, Cambodia, Laos and Vietnam. The Vietnamese delegation comprised full-time officers of the National Focal Point of Vietnam for countering the proliferation of weapons of mass destruction and representatives of the Ministry of Industry and Trade, the Ministry of Science and Technology and the Ministry of Finance.

At the workshop, the participating countries held active discussions and presented their policies and the current state of their legal frameworks for the control of dual-use goods. On the Vietnamese side, Dang Huy Hiep, an officer of Standing Office 81 of the National Focal Point of Vietnam for countering the proliferation of weapons of mass destruction, briefed the German and ASEAN partners on Vietnam's legal basis and framework for the control of goods in general and dual-use goods in particular; the main provisions of Decree No. 81/2019/ND-CP on countering the proliferation of weapons of mass destruction; and the role of the National Focal Point of Vietnam in building the legal basis for the control of dual-use goods through the implementation of Decree No. 81/2019/ND-CP. The presentation was highly appreciated by the President of BAFA and the participants from other countries. The experts also expressed their confidence that, with the establishment of a dedicated body (Standing Office 81) of the National Focal Point, Vietnam would soon have an inter-agency coordination mechanism to improve its legal framework for the control of dual-use goods in particular and for countering the proliferation of weapons of mass destruction in general, and to implement effectively UNSC Resolutions 1540 (2004), 1718 (2006) and 1737 (2006).

The success of the workshop lays the groundwork for Standing Office 81 to continue advising the National Focal Point on developing international cooperation programmes and to work with ministries, sectors and localities to improve the legal framework and ensure effective implementation in the field of countering the proliferation of weapons of mass destruction in Vietnam.
