Delegates exchange views at the session
The session made an accurate assessment of the results achieved and addressed the problems, difficulties and recommendations raised by agencies in implementing the Government's Decree No. 81. It also clearly defined the responsibilities of the members of the National Focal Point and assigned specific tasks to agencies and units in implementing Decree No. 81, thereby setting the direction for activities to counter the proliferation of weapons of mass destruction in the coming period.

Overview of the session
According to the initial assessment, after more than two years of implementing Decree No. 81, the National Focal Point of Vietnam has issued numerous documents guiding and urging ministries, sectors and localities to implement the Government's Decree No. 81, providing a basis for carrying out the task of countering the proliferation of weapons of mass destruction. In particular, the Chemical Corps – the Standing Office of the National Focal Point (Standing Office 81 for short) – has provided effective advice on performing the state management function for countering the proliferation of weapons of mass destruction and has effectively carried out outreach and capacity-building activities, coordinating closely with agencies and sectors to organise training courses for the forces involved in responding to weapons of mass destruction proliferation incidents, and actively pursuing international cooperation to enhance capacity to detect, prevent and respond to biological, radiological and nuclear risks. Giving directions at the session, Colonel General Vo Minh Luong stressed that in the coming period, agencies should continue to disseminate and raise awareness of the contents of the Government's Decree No. 81 and of information and documents relating to the proliferation of weapons of mass destruction and proliferation financing, and that relevant bodies, ministries and sectors should coordinate closely to propose that the Prime Minister issue a document setting the direction for state management in the field of countering the proliferation of weapons of mass destruction and proliferation financing, in line with the requirements of the new situation.
