On 11 and 12 March 2026, in Quang Ninh province, the Chemical Corps - Standing Office of the National Focal Point of Vietnam for countering the proliferation of weapons of mass destruction (Standing Office 81) organised a workshop to discuss the decrees relating to the draft Law on Countering the Proliferation of Weapons of Mass Destruction (WMD). The workshop was chaired by Senior Colonel Le Xuan Dung, Deputy Commander and Chief of Staff of the Chemical Corps, in coordination with the Export Control and Related Border Security (EXBS) Programme and the European Union's dual-use export control programme (EU P2P).

The workshop was attended by more than 40 participants from ministries and sectors: the Ministry of National Defence, the Ministry of Public Security, the Ministry of Industry and Trade, the Ministry of Science and Technology, the Ministry of Health, the Ministry of Finance, the Ministry of Justice, the State Bank of Vietnam, the Ministry of Agriculture and Environment and the Ministry of Foreign Affairs, together with Vietnamese and international legal experts.
The workshop discussed and provided comments on two draft decrees (second draft) prepared to detail and guide the implementation of a number of provisions of the draft Law on Countering the Proliferation of WMD, which is currently being finalised. These are foundational documents that will help establish a comprehensive legal framework for preventing, detecting and dealing with acts of WMD proliferation and proliferation financing in the new context.

The two draft decrees focus on two important pillars:
- Establishing mechanisms for organisation, coordination and implementation;
- Establishing a domestic management mechanism for chemical, biological, radiological and nuclear (CBRN) materials.
The results of the workshop provide an important basis for the Chemical Corps - Standing Office 81 to advise and make proposals to higher authorities on the content of the decrees relating to countering WMD proliferation and financing, contributing to the improvement of Vietnam's legal framework for countering WMD proliferation and financing.
