Unofficial translation from the Vietnamese original.

The Third Export Control Governance Dialogue – emerging technologies and their security, non-proliferation and human rights implications for strategic trade control” was held in Brussels, the Kingdom of Belgium, on 25–26 October 2022. The Vietnamese delegation comprised delegates from the Standing Office of Vietnam’s National Focal Point for countering the proliferation of weapons of mass destruction (Standing Office 81), the Department of International Organisations/Ministry of Foreign Affairs and the Vietnam Agency for Radiation and Nuclear Safety/Ministry of Science and Technology.
At the event, experts from the European Commission (EC) and partners such as the Missile Technology Control Regime (MTCR), the Export Control and Related Border Security Program of the US Department of State (EXBS), the Wassenaar Arrangement and the World Customs Organization (WCO) shared information on the export control and strategic trade control mechanisms currently prevalent around the world; emerging technologies such as blockchain, artificial intelligence (AI), 3D printing, unmanned aerial vehicles and biometrics; and the challenges they pose to current control systems and to countering the proliferation of weapons of mass destruction (WMD). At the conference, the experts put forward solutions that could adequately address WMD proliferation threats involving emerging and non-traditional technologies while balancing commercial interests.

On the sidelines of the event, the EC was to hold a communication event on 27 October 2022 to present the EU electronic licensing software for dual-use goods. The event provided an opportunity to share experience in implementing electronic licensing systems in export control and to discuss the possibility of sharing this system with partner countries.

Participation in the conference and in the communication event presenting the EU electronic licensing software for dual-use goods helped Vietnamese officials understand the current challenges in strategic trade control as well as the European electronic licensing system, while also demonstrating Vietnam’s responsibility in countering the proliferation of weapons of mass destruction.
