Unofficial translation from the Vietnamese original.

From 15 to 21 October 2023, a training course on chemical diversion investigation for the South-East Asian region was held at the International Law Enforcement Academy in Bangkok, Thailand (ILEA Bangkok).

The training course was attended by more than 40 participants – investigators, police officers, chemical experts and customs officers – from Thailand, Vietnam, the Philippines, Indonesia, Laos and Cambodia, together with experts from the Drug Enforcement Administration of the US Department of Justice. The Vietnamese delegation comprised eight participants from the Chemical Corps (Standing Office 81)/Ministry of National Defence; the Drug-Related Crime Investigation Police Department (C04) and the Institute of Forensic Science (C09)/Ministry of Public Security; and the Vietnam Chemicals Agency/Ministry of Industry and Trade.
At the training course, experts from the Drug Enforcement Administration of the US Department of Justice gave in-depth presentations on the forms of diversion of precursors into narcotics and new psychoactive substances (NPS) such as ketamine, methamphetamine and fentanyl; the ways in which criminal organisations disguise narcotics for illicit trafficking; US and international control mechanisms; fentanyl and methamphetamine and the dangers of these synthetic drugs; and the types of illegal bills of lading and front companies that illicit drug trafficking organisations commonly use for their purposes.
During the training course, the Chemical Corps officers proactively and actively absorbed the content, engaged in discussions, carried out group activities and presented their group work; they were highly appreciated by the experts and participants of the course and left a good impression on their international colleagues. At the end of the course, the International Law Enforcement Academy in Bangkok, Thailand, awarded certificates of completion to the participants, certifying their completion of the course and recognising their efforts throughout.
